Should moisture barriers be included on the floor and roof?

For Illinois installation of the 10x10 Myrtle, should moisture barriers be installed in the flooring and roof to prevent moisture leaks?

A moisture barrier under the floor is unnecessary as the joists allow sufficient ventilation. For roof, different roofing materials call for different membranes, and they are required. Please check with the roofing supplier for the recommended weight/type of membrane.
