2 of the 4 windows are operable; the other 2 are fixed. All 4 are interchangeable, so any 2 can be operable. You may have both windows on the right opening, or both front windows, and so on.
When building on a concrete slab, it should be anchored using concrete anchors of your choice. We like Tapcon screws because they're the easiest to use and are sufficient for building this size with 3-4 screws per floor joist. Other types are also fine but are usually harder to drive in.
