The difference comes from the construction. Each wall board is 1 3/8" thick, so two opposing walls take 2 3/4" off the outside measurement to give you the inside. Then the boards extend about 4" past each corner joint — those are the interlocking "paddles" — which adds roughly 8" to get the overall board length.
For your foundation, build it to 12' 1" x 10' 1 1/4" — the outside wall dimension. That's the footprint the shed actually sits on. The corner paddles will overhang past the foundation edge, and that's normal and expected.
